Rhiannon Roberts headed home Emily Simpkins' free-kick to put Rovers ahead but Caroline Weir curled in to level.
A long-range Weir strike put Liverpool in front on the stroke of half-time, and Natasha Harding found the top corner to secure victory.
Rovers are nine points from safety with three games left while Liverpool are up to fourth, moving above Birmingham.
