Brentford got a point despite playing Birmingham with 10 men for 75 minutes.
Defender Tony Craig was sent off after fouling former Bees striker Clayton Donaldson in the box and Paul Caddis put away the resulting penalty.
City created a host of chances but failed to convert them and Brentford grew in confidence as the game went on.
They earned a point as substitute Moses Odubajo raced the length of the City half before chipping goalkeeper Darren Randolph for a stylish equaliser.
The point keeps 15th-placed Brentford one place above Birmingham in the Championship by virtue of their slightly better goal difference.
Wes Thomas could have doubled City's lead four minutes after their goal but he managed to head David Cotterill's cross over from less than a yard out.
Bees keeper David Button made smart saves from a curling Cotterill effort and a Lee Novak header.
Andre Gray could have equalised on 50 minutes but failed to get on the end of Alan Judge's deflected cross.
Brentford thought they had a penalty after Jake Bidwell was clipped by Blues centre-back David Edgar, but soon after Odubajo claimed their equaliser.
Substitute Stuart Dallas almost won it for the hosts but his fierce drive late on was saved at the second attempt by Randolph.
Brentford boss Mark Warburton: "We showed tremendous character going down to 10 men so early to ride it, come back and get something out of the game."
"The first 10 minutes were disappointing because we didn't win enough of the physical battles. Maybe there was a bit of edginess, but it isn't [a lack of] self-belief and it certainly wasn't there at the end."
Birmingham manager Lee Clark: "We have had chances to finish it in the first half but, if I'm honest, Brentford deserved something from the game. They looked like they had the extra man.
"We created good chances but the way we used the ball and our possession overall wasn't particularly great. It was an extremely frustrating result for us."
