Andy Little put the visitors ahead before Lewis Macleod fired a quick second.
And captain Lee McCulloch headed Rangers' third on the half-hour mark from Nicky Law's corner.
Stranraer were reduced to 10 men in the second half when Christopher Aitken received a second booking.
And, following the opening-day 4-1 win at home against Brechin City, Ally McCoist's side have a maximum six points from two matches.
Little diverted an Ian Black shot in for Rangers' early opener moments after Lee Wallace had struck the frame of the Stranraer goal from a free-kick.
A cross from Little on the right was converted at the back post by Macleod midway through the first half.
And McCulloch, back from suspension, rose to nod his first goal of the season and complete the scoring.
Aitken and Rangers' Jon Daly had efforts saved in the second half.
And there was more disappointment for Aitken when a yellow card for a foul on MacLeod was added to his earlier caution for dissent, resulting in a red card.
