Peterborough have had bids for two players rejected and have turned down an approach for defender Ryan Bennett.
Boss Darren Ferguson says Posh have dismissed a "large" offer for their England Under-21 defender.
And the London Road manager has failed in his attempts to bring in two unnamed targets to bolster his squad.
"They were substantial bids. To be fair to the clubs involved, they're doing quite well themselves," he told BBC Radio Cambridgeshire.
"It's always difficult to get players out of clubs that are doing well.
"There's been more than the one offer but they're not having it so there you go.
"I actually think we're in the position where the players might have wanted one or two to come in to give them a lift. I'm more than happy with the squad I've got."
The future of 21-year-old centre-half Bennett at London Road has been subject to speculation, with Premier League clubs reportedly tracking the former Grimsby man.
But Ferguson, who has just two senior central defenders at his disposal, insists he is under no pressure to cash in on any of his squad.
"Nobody will be leaving," said the Scot. "We've turned down a large bid for one of our players.
"But it's nowhere near our evaluation and I'm fortunate I've got a chairman who doesn't sell for the sake of it."
When asked if the player in question was Bennett, Ferguson replied: "Maybe."
