Luton Town have reported Peterborough and Brentford to the Football League over approaches for their youngsters, BBC Three Counties Radio understands.
The Hatters believe Posh and the Bees made advances to a number of contracted under-16s players - some of whom are now free agents - before 1 July.
Both Peterborough and Brentford have opted not to comment.
The Luton youth development programme has produced current first-team squad players Jake Howells and Keith Keane.
Arsenal's Jack Wilshere, Norwich City's Leon Barnett and England defender Matthew Upson are all past members of the Luton youth programme.
