Jason Taylor gave the Millers an early lead when he drilled in from the edge of the area before Matt Green hit the post for the hosts.
Tom Pope twice had headers cleared off the line and Nicky Law forced a fine save from Robins keeper Scott Brown.
Andy Gallinagh, who had earlier hit the crossbar, notched the equaliser following a goalmouth scramble.
Rotherham United caretaker boss Andy Liddell told BBC Radio Sheffield:"I can't believe we didn't win it to be quite honest with you. Shots, crosses, tackles, we had the lot flying in.
"It was a sloppy goal, I didn't really see what happened totally, but I think Jamie said he made a mistake but people make mistakes, you've got to get on with it.
"There was only one team in that game and it was us. We absolutely dominated it, had the majority of the possession, and the majority of chances but you've got to put them away. If you don't that's what happens."
Cheltenham Town assistant manager Neil Howarth tells BBC Radio Gloucestershire:"Sometimes when you think you're as low as you can get you get another kick in the face, but we responded well.
"We were nervous in the first half but the lads came out with a spring in their step at the start of the second.
"Today was a good, well earned point against a very good team."
