Surrey go into day three with a 166-run lead over Essex, with six wickets remaining in their second innings.
Essex, who began the day on 6-0, were dismissed for 253, despite a stand of 100 between Billy Godleman (43) and Tom Westley (57).
Meaker (5-66) took the last five wickets to fall, including that of Ryan ten Doeschate (56).
Surrey reached 104-4 by the close in their second innings, with Zander de Bruyn unbeaten on 40.

"Essex had much the better of the morning session but Tim Linley then bowled a terrific spell from the Hayes Close End taking four wickets in quick succession.
"Linley was then replaced by Stuart Meaker, who followed up the work of his fellow paceman by taking 5-66 in a very fine spell of fast bowling.
"Surrey will know they have to bat well on the third morning but, with Zander de Bruyn unbeaten on 40, they have a very good chance of putting Essex under pressure in their second innings and pushing for another crucial victory."
