The thirty-sixth annual Eurovision Song Contest broadcast from Studio 15 di Cinecitta in Rome, Italy. This year's winner was Carola singing "Fangad av en stormvind" to give Sweden a third victory.Carola and French performer Amina ended up with an even number of votes which meant the rule introduced after 1969's four way tie could finally be put into play, making Carola the winner because she had the most high votes. If more recent rules had been in place, France would have taken the title as more countries voted for their song.Mounting tensions in Yugoslavia and the Gulf War prompted a decision to move this contest from Sanremo, where it was originally going to be staged, to Rome, which was considered more secure.Malta was finally given a pass to compete for the first time in sixteen years. Previously number restrictions had prevented them from doing so but the withdrawal of the Netherlands due to a remembrance holiday paved the way for the Maltese entry.
