In Croydon, council investigators try to establish the identity of a woman they have under arrest. Three passports, three National Insurance numbers and over £20,000 are found at her home address. In Hillingdon, the council attempts to keep pace with 'double dippers' - EU passport holders who claim benefits in the UK while living and working abroad.
