Plans for a new £2.5m health centre in Dumfries and Galloway are to be unveiled this week.
However, a deal has still to be agreed for a site earmarked to house the Dalbeattie facility.
NHS Dumfries and Galloway is negotiating with the owner of farmland on the outskirts of the town.
Funding and planning permission have also still to be secured but centre designs will go on public display at the town hall on Tuesday and Thursday.
NHS spokesman John Glover said: "It is important that we demonstrate that we are committed to this as a project but it is, of course, subject to all these constraints at this present moment in time.
"But we are hopeful that we have a good potential case.
"We simply have to await the outcome both of the planning situation and also site acquisition before we can begin to be more positive about the process."
