NHS Orkney and council concerns raised by Audit Scotland
Concerns have been raised over the relationship between the two main public sector bodies in Orkney.
Audit Scotland said tensions between the islands council and NHS Orkney had held back progress in community planning.
The public spending watchdog has been examining the Orkney Community Planning Partnership.
CPPs were set up across the country to improve the delivery of public services through closer joint working.
The report said the partnership in Orkney lacked effective leadership.
Council convener Steven Heddle and NHS Orkney chair John Ross Scott both insisted they were fully committed to the process of closer working.
