A council in West Sussex has said it may have to charge residents for green waste collection and raise parking charges.
Horsham District Council said it needed to save £2.6m over the next two years and wished to freeze council tax.
It has proposed charging £29 a year for green waste collection. The council also recommended parking charges increases in the town centre.
The proposals will be discussed at a council meeting on 19 December.
