Tributes have been paid to a councillor who died after suffering a heart attack on Christmas Day.
Roger Belson, 62, who was paralysed in a road accident in 1989, had represented the Watlington division on Oxfordshire County Council since 2001.
Council leader Keith Mitchell said: "Roger's passing will leave a gap that will be impossible to fill".
A decision on when a Watlington by-election will take place has not yet been taken.
Mr Belson, a Conservative councillor, died on Boxing Day.
He was the council's cabinet member for sustainable development from May 2005 to June 2009.
Mr Mitchell added: "I was shocked and upset to hear of Roger's passing and my thoughts at this sad time are with his wife Dido and with his family and friends.
"Roger was an officer in the Irish Guards until a serious road accident left him in a wheelchair.
"However, he overcame his disability and served as chairman of the Oxfordshire Council of Disabled People before standing for election as a county councillor."
