At risk letters for Worcestershire County Council staff
About 724 council workers have received letters saying their jobs are at risk.
The staff at Worcestershire County Council who got the notices largely work for the children's services department.
A council spokeswoman said the council had always been clear that where government funding stops, that particular activity would stop.
She added that receiving the notice did not mean that job would be made redundant.
The Conservative-run council has previously said it needs to make £20m savings in its next year's budget.
Councillor Liz Eyre, cabinet member for children's social care, said since receiving the grant update from the government the council had been working hard to interpret how it impacts on services and staff.
"We would like to stress that placing a position at risk is a statutory process in order to manage restructuring as efficiently and effectively as possible and does not necessarily mean it will be made redundant," she said.
