The Conservatives will form a minority administration in Poole council after losing overall control in last week's elections to the unitary authority.
Twenty one Tory, 18 Lib Dem and three Poole People councillors were elected.
The new Poole People Party said neither of the other parties had wanted to enter a coalition arrangement.
While the Conservatives will control the cabinet, the Lib Dems will hold several committee chairmanships and the mayor's casting vote.
