Police have cautioned a mother for neglect after her 10-month-old baby and two-year-old girl were found abandoned in Plymouth.
The youngsters were discovered by residents living near Western Approach in the city centre on Thursday evening.
Officers said a 21-year-old woman from Plymouth received a police caution for neglect and cruelty.
The children were taken into temporary care and are now being looked after by relatives.
A spokesman for Devon social services said: "We are completely satisfied that the children are being well cared for and are safe in their current environment.
"We are working with the family as a whole to determine what needs to happen in the longer term in order to secure the children's welfare."
Cautions are formal warnings, issued at the discretion of the police if the offender admits their guilt.
