Gordon Birtwistle, the Liberal Democrat MP for Burnley, has been rebuked for using his mobile phone in the Commons.

Mr Birtwistle held the device in his right hand as he prepared to quote from an e-mail displayed on screen.

He had interrupted shadow chief secretary to the Treasury Angela Eagle as she criticised the government's decision to hike VAT on petrol, leading to higher prices at the pumps.
