Retiring head of the civil service Sir Mark Sedwill has said he has "a really good relationship" with the prime minister.
The owner of the Daily Mirror and the Daily Express - which also owns the Newcastle Chronicle and The Journal - is to cut 12% of its workforce as it struggles with the impact of the coronavirus pandemic.
Reach said about 550 people would lose their jobs.
The group, whose sales were falling even before the pandemic, saw revenue slip nearly 30% in the quarter to June.
