Two Devon councils are set to save £120,000 by sharing a new management team.
South Hams District and West Devon Borough already share a workforce, saving £6m a year.
Now members have approved plans to create a five-strong senior leadership team that will work across both councils.
It is hoped that the restructure will be completed by September 2019.
Plans to merge the two councils were scrapped in 2017 when West Devon councillors voted against submitting a merger proposal to the secretary of state for housing, communities and local government.
