Flooding has extended downstream to Matlock and Matlock Bath, Derbyshire Dales District Council has said.
"Our team of volunteer workers report that the appropriately-named Sunken Gardens are completely under water," the council added.
There is also deep flooding along the A6 with some road closures, while the river in Matlock Bath is "dangerously high" - less than three feet off the bottom of Jubilee Bridge.
The Conservatives have held Derbyshire Dales but with a reduced majority of just one.
Reflecting the mood across England, the Liberal Democrats picked up five new seats bringing their total to eight, making it the largest opposition party.
Labour also picked up one extra seat and now has five councillors. There is one extra independent and the Greens won two wards.
