Forest of Dean MP Mark Harper has said Dominic Cummings "should have offered to resign, and the Prime Minister should have accepted his resignation".
The Conservative MP wrote on Twitter: "In the round, an argument can be made for Mr Cummings' trip to Durham and his actions as a father.
"However, the conclusion he reached as to whether this was the right course of action is not the conclusion I believe many of my constituents and people across our country would have reached.
"It's certainly not the conclusion I would have reached, given the sacrifices many are having to make in the interests of the nation's health."
Mr Harper also said "an apology should have been made and a level of regret expressed" regarding Mr Cummings' trip to Barnard Castle.
"I was disappointed that Mr Cummings did neither," he said.
He added that he would "expect an adviser who had damaged the credibility of the Government's central message so badly and had become the story to consider their position".
It follows the explanation Mr Cummings gave on Monday about why he drove 260 miles from his home to his parents' farm with his wife and child.

The main road between the Forest of Dean and Wales is currently closed after police discovered human remains.
Gloucestershire Police say: "A woman from Birmingham aged in her 20s and a man from Wolverhampton aged in his 30s have been arrested on suspicion of murder in connection with the investigation and remain in police custody."
The A4136 will remain shut, at the bottom of the hill into Monmouth by the MayHill Hotel, and further up by the turning for the B4228 to Coleford while police conduct enquiries.
A cordon is also in place on the far side of the Stowfield Quarry.
Mark Harper has been re-elected as the MP for Forest Of Dean, with an increased majority.
The Conservative candidate beat Labour's Di Martin by 15,869 votes, 6,367 more votes than the majority at the 2017 election.
Chris McFarling of the Green Party came third and independent candidate Julian Burrett came fourth.
Voter turnout was down by 1 percentage point since the last general election.
More than 51,000 people, roughly three-quarters of those eligible to vote, went to polling stations across the area on Thursday, in the first December general election since 1923.
One of the four candidates, Julian Burrett (independent) lost his £500 deposit after failing to win 5% of the vote.
