Five resign over fraudulent overtime claims

Five members of staff at Solihull Council have quit since April after they were found to have made fraudulent overtime claims.

The cases are among 44 audit investigations carried out by the local authority in 2019/20, half of which have been completed.

A report this month confirms that five employees had resigned after the bogus claims emerged.

While a report says that the several dozen investigations to date had, in total, saved the local authority £63,000, the council said it would not give any further details on the overtime claims.

Rail services running after flood disruption

Train services are running normally this morning after severe disruption on Thursday.

Train passengers are continuing to face severe delays and cancelled services this evening as the bad weather and flooding's disrupting many railway lines.

'Don't travel on trains unless you absolutely have to'

People still thinking of using train services in the West Midlands this evening are being urged not to.

British Transport Police and Network Rail said a "vast amount" of services were being cancelled or delayed due to flooding and landslides.

They tweeted people should only travel if "absolutely necessary".

National Rail Enquiries says it does not know when the disruption will end and is affecting CrossCountry, London Northwestern, Virgin Trains and West Midlands Railway services.

More flood warnings likely in next 24 hours

"Appalling" conditions have been seen across the West Midlands region as about one to two inches of rain has fallen today, said the Environment Agency.

The rain has led to some "very serious surface water flooding", said the agency's Dave Throup.

The prospects for the next few days are "very difficult to tell as the water is running off so quickly", he added.

"Going forward the River Severn, Avon and River Teme - we're likely to be issuing more warnings as we go through the next 24 to 48 hours."

Rain should eventually clear later but not before causing more flooding across the West Midlands, the Met Office is warning.

Search continuing for 5G trial funding

Another £5m is still needed to fund a trial 5G mobile network in the West Midlands, more than a year after the government announced it would contribute £25m to the project.

The West Midlands Combined Authority wants to make the Birmingham, Coventry and Wolverhampton the country's first 5G test bed, but the government funding announced in September 2018 depends on it contributing £5m itself.

The West Midlands Combined Authority’s monitoring officer Tim Martin said that discussions were currently ongoing as to how the project would be funded long term.

He also said it was "a really exciting programme and it’s starting to have impact across the West Midlands" and thought things were moving in the right direction.

Industrial action to disrupt rail services

Planned industrial action by members of the RMT Union means London Northwestern Railway and West Midlands Railway will run a reduced service on Saturdays in November and December.

A very basic service will run on those routes.

The National Rail website warns significant disruption is expected so consider if your journey is absolutely necessary.

HS2 project 'should go ahead'

The Times says it has seen a leaked review of the HS2 rail project, which says the scheme should go ahead despite the estimated cost now hitting £88bn.

The first phase of the high-speed railway between London and Birmingham through Warwickshire was due to open at the end of 2026, but it could now be delayed.

The document says the project is "not affordable" within the £56bn budget set in the 2015 spending review and warns the new £88bn estimate is likely to be revised upwards again.

It also says the benefit to taxpayers has been cut from £2.30 for every £1 spent in 2017, to between £1.30 and £1.50 for every £1 spent this year.

However, the Times says the report claims without HS2, "large ticket price rises" would be needed to discourage travel at peak times on existing routes.
