LINDSEY PARNABY/AFP

In a letter to the the Prime Minister Mr Corbyn urged him to call a meeting of the government's emergency committee, Cobra, and take "personal charge" of the response.

He called for "full assurance" that "every resource is being utilised to aid those that need it and protect against future potential floods".

He went on to suggest that if the flooding had happened "in Surrey, not Yorkshire or the East Midlands, it seems far more likely that a national emergency would have been declared".

The BBC has contacted the government for a response.

The animal welfare charity said the oil may have come from an overturned barge near to the Parkgate shopping centre or from cars abandoned at the height of last week's flooding in the town.

About 20 of the birds have been rescued already and taken to the RSPCA’s Stapeley Grange Wildlife Centre, in Cheshire.

RSPCA inspectors are now working to save the remaining swans.

Geoffrey Edmund, the RSPCA’s national wildlife coordinator, said: "The swans are preening to try and clean themselves but while they are doing this they are not feeding and they will become weak so we have to act fast before this happens.
