Council pledges cut to specialist school journey times

Surrey County Council has committed to investing in 213 additional specialist school places to save children having to make excessively long journeys to outside of the county.

At the moment the council is spending £41m a year on travel for children with special educational needs and disabilities (SEND) to get to school.

Due to a current shortage of appropriate places in state schools, SCC also spends in excess of £63m each year placing 1,200 young people in the independent sector.

The average cost of a placement there is £53,000, whereas a state school placement costs about £16,000.

More than half (54%) of those in independent settings have to be placed outside of Surrey.

Councillor Julie Iles, cabinet member for all-age learning, said: “It will ensure that our children and young people with special educational needs and Education, Health and Care Plans are educated in the most appropriate settings and, very importantly, closer to home.

“Increasing the range of options within the county will help young people to fulfill their potential while continuing to play an active role in their local communities.

“It is fundamental to decreasing the journey time when children have to travel a long way to go to out of county settings, and bringing the resulting transport budget to a sustainable level, not to mention the benefits to our greener future agenda.”

Fire stations losing night-time crews

Surrey Fire and Rescue Service (SFRS) will be pressing ahead with night-time cuts after its Making Surrey Safer plan was validated by an independent review.

Banstead, Painshill and Egham fire stations will lose their night-time crews from October and rely on neighbouring stations between 19:00 and 07:00.

Surrey County Council (SCC) cabinet was presented with a petition on Tuesday, signed by 6,090 people, and told: “Cutting firefighters, engines and night-time cover doesn’t make Surrey safer.”

Author and screenwriter Emma Kennedy, who presented it, said: “Our fire service shouldn’t be a cross your fingers and hope nothing bad happens service, it should be an insurance service with resources that are ready at all times.”

Denise Turner-Stewart, SCC cabinet member for communities, said: “Prevention and protection saves lives, by preventing incidents from happening in the first place.”

Ms Kennedy responded: “Risk-based cover is essentially meaningless when 75% of fatalities occur between 18:00 and 09:00.

“Serious fires happen without warning and no amount of prevention is going to save anyone once a fire is started.”

She told the cabinet that the report detailing the plan had relied on statistics from March and April this year when Surrey was in lockdown with little traffic on the road.

“You can’t make good decisions based on bad data,” she said.

Ms Turner-Stewart said: “Our main objective is to ensure that incidents do not happen in the first place, which the Making Surrey Safer Plan addresses by re-balancing resources.

“In an emergency however we will always respond to an incident.”

Student self-isolates after positive Covid-19 test

The university says the student and members of their household are now self-isolating for 14 days.

Witness appeal following sex assault in park

Police are appealing for witnesses following a report a woman was sexually assaulted in a park in Guildford.

The incident took place near Millmead Lock between 23:30 on Monday 21 September and 00:30 BST on Tuesday 22 September.

The suspect is described as being tanned with a beard and dark hair.

Det Insp Deborah Birch, of Surrey Police, said the force was trying to piece together what took place.

She added: "I would like to reassure the local community that we are doing everything possible to ensure that this matter is thoroughly investigated. The victim is also being provided with the appropriate support."Anybody in the area around the time of the incident is urged to contact police.

Coronavirus: Spelthorne 'area of concern' over rising cases

Spelthorne has been placed on the government’s Covid-19 watchlist and is officially an “area of concern” because of a rise in the number of coronavirus cases.

Spelthorne now has the highest rates of coronavirus in the South East, Surrey’s director of public health says.

Data shows the number of cases in Spelthorne is "out of step" with the rest of Surrey, a spokeswoman for Spelthorne Borough Council said.

"Being an area of concern does not mean there will be a local lockdown or closures at this stage, but it does mean that residents must be extra vigilant and follow government guidelines to stop the spread of coronavirus."
