Highways maintenance legal dispute settled

West Sussex County Council has settled a legal challenge with one of the unsuccessful bidders for its highways maintenance contract – but won’t say how much money, if any, it cost the taxpayer.

Last year, the council was preparing to award the contract to Ringway Infrastructure Services Ltd following what was described as "a successful procurement process".

Things were brought to a grinding halt with a High Court challenge from rival bidder Amey PLC.

A preliminary hearing was held at the end of April. At a recent meeting of the environment, communities and fire select committee, officers were asked for an update on the situation but no legal representative was present to give an answer.

When asked for details, a spokesman said: “The legal dispute between the council and one of the bidders in the previous highways service procurement has been settled by agreement.

“The terms of the agreement are commercially sensitive and cannot be disclosed at this time.”

Plans to increase some parking charges in Chichester will go out to public consultation after being given the nod by the district council.

A two-year freeze on pay and display charges was introduced in 2018 but some changes are proposed for April 2020, which could boost the council’s coffers by £320,000 by 2022.

The plans were discussed at a meeting of the cabinet.

If approved in January, there would be a 3% increase in charges at all pay and display car parks, while charges at two of the busiest – Little London and Baffins Lane— would rise from £1.50 per hour to £2 per hour.

A council spokesman said: “The aim of this is to encourage people to use the quieter car parks, so that usage is spread across all of the car parks. This will also help reduce congestion caused by cars queuing for spaces in these car parks and will assist with air quality.”

Season tickets in the city car parks would remain the same but in rural areas they would rise from £15 to £17.50 per month, and in Bosham from £17.50 to £20 per month.

Free evening parking would be unchanged.

Plans for town centre site go on display

The public are being consulted about the future of a large site in the centre of Worthing.

Worthing Borough Council acquired Union Place last year and is working with the government-owned regeneration specialist LCR on its development.

The site covers 2.6 hectares, with much of it vacant for nearly a decade.

Next month detailed plans will go on display at Worthing Town hall.

The proposals include nearly 200 homes, commercial space, a hotel, cinema extension to the Connaught Theatre.

The plans will be available between 13:00 GMT and 17:00 GMT on 7 November, and 16:00 GMT and 20:00 GMT on 11 November.

The deadline for public comments is 15 November, with the council planning to have an outline planning application by the end of the year.

Dozens of replacement wheelchair-accessible minibuses costing about £2m in total will soon be added to the West Sussex County Council fleet.

The minibuses, which will be used by adults services as well as for taking children to and from school, will replace older vehicles and will be paid for out of the council’s capital programme.

The 33 minibuses will be brought in during the 2020/21 financial year.
