The Bridge Trust says the plans to be discussed at a meeting of Tunbridge Wells Borough council tonight reveal a "staggering lack of joined up thinking".

The council wants to fine people caught begging for money in public places £80, which could rise to £1,000 if not paid.

The council say a borough-wide survey indicated 40% of resident would support the idea.

  13. Councils to clamp down on illegally parked lorries

In what is being described as a UK-first, Kent County Council and Ashford Borough Council will be able to clamp and fine drivers.

It's been developed by working with the Department for Transport (DfT).

The DfT agreed to change the current clamping policy for HGVs so that a clamp can be fitted for first-time offences.

Although a ban on lorry parking has been in place at Orbital Park and the Ashford Business Park in Sevington since 2004, enforcement was held back by limited access to the registered keeper details of some foreign-registered HGVs.

This meant that European collection agencies had to be employed to track down drivers and collect the fines.

Quote Message: Under this new scheme we can clamp lorries that are flouting the ban, fine them and charge them to remove the clamp. I’m delighted that we have been able to work together to get this scheme up and running and help stamp out an issue that is affecting residents' lives." from Cllr Matthew Balfour Cabinet member for Transport, Kent County Council

Quote Message: This initiative will ensure that effective enforcement can be taken on lorry drivers who ignore the rules by illegally parking in the borough. We hope it will benefit and improve the lives of our residents and businesses who are affected by lorries parking around our business parks and on this section of the A20.” from Cllr Brad Bradford Portfolio Holder for Health, Parking and Community Safety, Ashford Borough Council

It will run between 20:00 BST and 07:00 BST Monday to Friday and 24 hours on Saturday and Sunday on the industrial estates.

  14. Family devastated after fire rips through home

    Bob Dale

    BBC Live reporter

damage caused to home by fire in Reigate

A family of three have been left homeless and lost almost everything they own after a fire in Reigate.

Emily Becconsall and her two children managed to escape unharmed, and are now staying with a relative.

It's thought the fire was started by a faulty electrical immersion timer in a cupboard.

Quote Message: We're lucky to have got out because if that had happened in the middle of the night, where the two bedrooms are either side of that cupboard, I would not have been able to get past and get my children. So I'm thankful it happened when it did, but it's still an absolute disaster." from Emily Becconsall

    Kathryn Langley

Researchers in Brighton are planning to launch a sea swimming course for patients experiencing mental health issues.

They believe putting the body through such stress helps reduce inflammation, which is closely related to mental health.

If they can agree funding, the trial will get underway next summer.
