The 19-year-old ran from a Ford Fiesta, which is thought to have been stolen, after it collided with a parked car at about 15:00 at the junction of Buckingham Road and Ellerslie Road.
He was then hit by the police vehicle and has been taken to the Royal Liverpool Hospital where his condition is being assessed. Police said he had been arrested on suspicion of burglary, aggravated unauthorised taking of a motor vehicle and disqualified driving.

A man who was armed with a knife entered the News and Booze store on Marsh Lane at 23:00 on Sunday.
He was assisted by another man, described as white, of medium build, 6ft tall, about 20 – 30 years old, and dressed all in black.

Jasmine Lapsley, from Liverpool, was on holiday with family in Morfa Nefyn, Gwynedd, when she began struggling for breath on 19 August 2014.

Officers arrested a total of 11 suspected drugs smugglers from Britain, the Netherlands and Spain after the drugs were found in a van in a warehouse in the north-western Galicia region following a tip-off from the UK National Crime Agency.
It is the largest seizure in the region for 17 years, police said. Officers also found one million euros (£730,000) in cash, and a gun.

Five men from Liverpool have been arrested in Spain suspected of trying to smuggle cocaine into the UK.
Three tonnes of the drug were found in a warehouse in Galicia in the north west of the country following a tip off from the UK National Crime Agency.
Seven British nationals were arrested in total - Spanish police said was the biggest drug haul in the region in nearly 20 years.
