All the plans are going out to consultation.

The motorway closed at 01:00 after a lorry overturned at the junction, spilling cola syrup across the road.

A diversion through the junction has been in place all day.

After a long operation to clear away the lorry and the syrup, the motorway reopened at 16:20, Highways England said.

Operations manager Ros Drew said:

We would like to thank drivers for their patience today. This was a particularly complicated operation given the nature of the load and the spillage across all three lanes of the carriageway.

Thankfully, we were able to keep traffic moving using the exit and entry slip roads, but we appreciate that the incident added a lot of time to some people’s journeys.

Penny Gaines, chair of Stop HS2, said the railway would not benefit the economies of the Midlands or the north of England.

"Anywhere where there are gaps in the line is continued uncertainty for people affected," she said.

"Phase two was announced in early 2013 and these people have been living in limbo for nearly four years."

What does HS2 mean for passengers?

The Department for Transport says Manchester-London journeys would take 1hr 8min (down from 2hr 8min), and Birmingham-Leeds 57min (from 2hr).

This would effectively reduce journey times between London and Edinburgh and Glasgow by an hour to 3hr 30min.

The government believes its creation would free up capacity on over-crowded commuter routes.

It also estimates the new line could transfer 4.5 million journeys a year from the air and nine million from the roads, removing lorries from busy routes.

HS2 'transformative for Greater Manchester', says MP

He said cutting journey times across the UK would be "transformative".

"This isn't just about time," he added, "One of our big issues is our West Coast Mainline is absolutely at capacity and growing exponentially...If we don't install this new line we'll stall economic growth in and around Greater Manchester."

However critics of the £56bn project say it is a white elephant that ploughs through some of Britain's most beautiful countryside.

HS2: Analysis

It's a couple of years overdue, but the government has finally said where it wants to put the top half of HS2. Almost.

Image of proposed HS2 train

The biggest hold-up has been what to do with Sheffield - and it's still a bit up in the air.

The original plan was to build a new out-of-town station at the Meadowhall shopping centre.

But plenty of people said it was too far away, so HS2 suggested sending trains into the existing, city centre station instead.

That would save £1bn - but the new proposal also cuts through a brand new housing estate near Doncaster that isn't even finished. Ed Miliband is the local MP and he is not best pleased.

The decision is still open to consultation, so they won't make a final call until next year.

The government says it will boost the economy by billions of pounds.
