Peel Energy and United Utilities want to add a further 16 turbines at Scout Moor on land between Rochdale and Rossendale.

Planning permission was granted by both Rochdale and Rossendale councils but the government called in the decision.

After eight days of evidence including a visit to the site of Scout Moor, the inquiry is hearing the final arguments for and against expansion.

Speaking on behalf of local residents, chartered town planner Tom Whitehead said the impact of Scout Moor on tackling climate change and meeting the country's energy needs had been significantly overestimated.

He said residents were tired of consistently fighting plans for more wind turbines in the area.

Timothy Leader, the barrister for Rochdale and Rossendale councils, said the extension would be a "force for good" that could be achieved "without causing any unacceptable harm to the landscape".

The government is expected to announce its decision next year.
