New Marshall Plan needed to defeat IS, says ex-US general

A new Marshall Plan is needed to combat the threat of so-called Islamic State and prevent "interminable conflict", according a former top US general.

John Allen, former special presidential envoy for the global coalition to counter IS, said the Marshall Plan had been the knock out blow against the Soviet threat after World War Two and something similar was needed again.
