Can Syria's chemical arsenal be 'hunted down'?

Russia has claimed it has a "concrete plan" to put Syria's chemical weapons under international control.

The country's foreign minister Sergei Lavrov said Moscow was "preparing a concrete proposal which will be presented to all interested sides, including the US".
