Europe Minister: Why EU talks ended without agreement

The Brussels summit has ended without agreement on the 27-strong union's next seven-year budget.

Speaking to the BBC, Europe Minister David Lidington said the Prime Minister went to the summit wanting an agreement but it had to be "fair for Britain, fair for tax payers, fair for tax payers across Europe".
