Councils need to be ambitious about reform, auditor says

Local councils need to radically reassess the way they run services as austerity continues, the auditor general for Wales warns.

Huw Vaughan Thomas said debates on merging authorities had been a distraction from deciding how services should be run.

He told BBC Wales that English councils were "re-designing themselves" to cope with cuts and Welsh councils needed to do the same.
