Public services face 'great uncertainty' over funding

Public services in Wales need an extra £1bn to respond to an ageing population and rising NHS costs over the next three years, the finance minister has warned council leaders.

Jane Hutt was addressing a conference in Cardiff called to discuss the financial challenges facing local authorities.

She said the £1bn was needed just to stand still, before any consideration of cuts resulting from Chancellor George Osborne's spending review.
