Housing Bill to tackle Wales' rogue landlords and homelessness

Private landlords and letting agents will need a licence to operate if a Welsh government's Housing Bill becomes law.

It will also give more power to tax empty homes which it is hoped will prevent homelessness and boost the supply of housing.
