Charity funding changes are 'enormously expensive'

The chief executive of a group representing charities in Wales has criticised changes to the way they are funded and says it is "enormously expensive".

Graham Benfield, who heads the Wales Council for Voluntary Action (WCVA), said the tendency to move from grants to contracts also resulted in a "worse service".

Figures from the WCVA show that between 2006 and 2009 grant income fell by more than two-thirds to £291m.
