John Swinney sets out budget for 2016-17

The Scottish government has been setting out its spending plans for 2016-17.

Scottish finance secretary John Swinney has announced that there will be no change to income tax following new powers being devolved to Scotland, saying that any change would have a disproportionate impact on the poorest in society.
