How will the outgoing head of Police Scotland Sir Stephen House be judged?

The first head of the new Police Scotland Sir Stephen House is stepping down.

Sir Stephen, 57, has been criticised for Police Scotland's expansion of its stop-and-search policy and its failure to investigate a fatal crash on the M9 for three days.
