House of Lords call for halt to Scotland Bill

A House of Lords committee has called for implementation of the Scotland Bill to be put on hold until more details about its financial implications are known.

The bill will give new tax and spending powers to Holyrood.

The Lords' economic affairs committee has also said the Barnett Formula, which helps set the level of money Scotland gets, should be scrapped - something the UK and Scottish governments have ruled out.
