Lord Howard backs campaign to leave the European Union

Lord Howard, David Cameron's predecessor as Conservative Party leader, has joined the campaign for the UK to leave the European Union.

He called the prime minister's re-negotiation deal a "failure", and warned against what he called the creation of a "country called Europe".

Meanwhile, the Chancellor, George Osborne, has warned that leaving the EU would cause a "profound economic shock".
