Hague: 'Hard to argue' against English votes for English laws plan

William Hague believes it is "hard to argue" against the need for some form of "English votes for English laws" system.

The Commons leader said that a change was needed to ensure fairness.

However he did admit that there was no cross-party support at the moment for his proposals.
