Theresa May flustered by question on migration

The home secretary has downplayed the prime minister's previously stated target of reducing net migration to the tens of thousands by the end of this Parliament.

Speaking on BBC Radio 4's Today programme, Theresa May described it not as a "promise" but as "a comment" or an "aim".
