Ed Balls: 'Osborne's budget fails to help low earners'

Labour have accused the Chancellor, George Osborne of failing to help people on middle and low incomes in his latest Budget.

The shadow Chancellor Ed Balls said he welcomed some of the changes but it was a missed opportunity.

"Where are the measures that actually help families whose income are falling - who are £1600 a year worse off on average?" Mr Balls asked.
