Scotland's future: Brown warns over 'permanent stand-off'

Former prime minister Gordon Brown has outlined plans to share more power between the Scottish and UK parliaments.

He called for a move away from the current centralised system to one where nations shared power, risk and resources.

But he said that to do that, "we've got to find a way of working together again. We cannot have this permanent stand-off."
