'Practical steps' needed to prepare for migrants
A centre-left think-tank, the Institute for Public Policy Research (IPPR), is urging ministers to put practical measures in place to help public services cope with the arrival of more Bulgarians and Romanians, when EU restrictions are relaxed in the New Year.
Until now, people from those countries have been able to come to the UK only if they're self-employed or already have a job.
Tim Finch from the IPPR said government plans to tighten the rules on benefit claims by EU citizens who come to the UK are not the right solution.
