Lord Heseltine: city-states and single-tier councils
A former Conservative deputy prime minister spoke up for "city-states" and single-tier councils which could save up to £15 million annually per county.
Lord Heseltine told Andrew Neil of his support for more unitary councils in England: "If they want to do it, let them do it".
The changes to local government are among the ideas put forward in his 220-page report with 89 recommendations, commissioned by Downing Street and published on Wednesday.
Asked about aviation policy, he declined to name a site for airport expansion in South East England and he said journalists were looking for any "scintilla" of a divide between himself and the government.
