Ed Miliband: Press Complaints Commission 'a toothless poodle'

Labour leader Ed Miliband has called for "fundamental change" in the way the press is regulated in the wake of the News of World phone hacking scandal.

He said the Press Complaints Commission was "a toothless poodle" and a new body with "proper investigative powers" was needed.
