'England's tuition fees to cost Welsh government millions'

Plans to raise tuition fees in England to as much as £9,000 annually could cost the Welsh Assembly Government up to £110m a year, says the Welsh education minister.

Leighton Andrews spoke after the Universities Minister, David Willetts, announced the changes which are due to start in 2012.
