Terror in young offender institutions

The government is promising to make life safer for people locked up in young offender institutions.

Stephen Knight, imprisoned after the London riots of 2011, says fights happened "any time of the day".

Inmates made weapons from objects as seemingly harmless as a toothbrush, he adds.
