Newport considers fining people who sleep rough

Homeless charities have criticised plans to ban people from sleeping rough in city centres as Newport is the latest place to consider imposing fines of up to £1,000.

Jason Davies, who has been sleeping on the streets since 2004, says he fears any ban would leave him criminalised and even more vulnerable than before.
